Frame the Problem



The identified problem in the previous step has to be framed in such a manner that is easily comprehensible and understood by an individual with no prior knowledge of the problem. This framing can be done by including a problem statement, list of stakeholders, objectives, constraints, and criteria. In fact, the documentation of this framing in engineering is mostly termed as a "Request for Proposal".
